Referral problem

I've just upgraded a slave server from 2.0.x to 2.1.x, and now the 
server is not making referrals to the master, instead of that is making 
the changes locally and the master never knows.

The directives doesn't seem tho have changed, so I put the same ones 
that were in use with 2.0.x, and they are:

  updatedn "cn=manager,dc=at,dc=my,dc=domain"
  updateref ldap://master.at.my.domain


The server stills runs 2.0.x , does this haves something to do with the 
problem.
