ACL's for ACL's ?

Is there a way to have multiple users manage with varying levels of
access the ldap ACL's ? For example say I have  

ou=site1,dc=company,dc=com
ou=site2,dc=company,dc=com
ou=site3,dc=company,dc=com

and at each site there is an admin that manages the contents and the
ACL's to access that contents. So rather than having all the acl's in
slapd.conf, have them in some kind of database that would allow
different users varying access to the acl's themselves. ACL's for ACL's
in otherwords :)
