As far as I kno,

it is free when you buy DB2 licenses, not the other way round,

but, they might be changing license policies regularly, so for this you can
best ask IBM self.

I was under the impression it came with a free DB2 license for use only 
with the Directory Server. Are you positive you still have to buy a 
license?
