Simple ldif question



I would like to set up my LDAP tree like this:
org\
  kde\
    media\
      nl\
      us\

What is wrong with this ldif?

dn: c=nl,ou=media,dc=kde,dc=org
objectclass: top
objectclass: country
c: nl
description: Netherlands

I get the error:

adding new entry "c=nl,ou=media,dc=kde,dc=org"
ldapadd: update failed: c=nl,ou=media,dc=kde,dc=org
ldap_add: Naming violation (64)
        additional info: value of naming attribute 'c' is not present 
in entry
