Can't add an OU

Here's my org.ldif:

dn: dc=cti-pet,dc=com
objectclass: dcObject
objectclass: organization
o: RevealNetworkSolutions
dc: revealnetworksolutions.com

Here's my orgUnit.ldif:

dn: ou=People, o=RevealNetworkSolutions
objectclass: top
objectclass: organizationalUnit
ou: People

I'm getting this output:

adding new entry "ou=People, o=RevealNetworkSolutions"
ldapadd: update failed: ou=People, o=RevealNetworkSolutions
ldap_add: No such object (32)

I'm not sure what I'm doing wrong, I've been looking at the docs, and the
Netscape Java-LDAP book as well.  I know Netscape & OpenLDAP aren't the
same, but this seems pretty basic.
