Yes, I agree. With heavy emphasis on the passive rather than active voice and
lots and lots or detail at the beginning, where a knowledgeable user can filter
the information and find exactly what he or she wants. There is typically an
absence of any definition of terms and a lack of reference to any such 
definition.
