Possibly simple question: Restricting access to host/subnet

Hi everybody,

i have a simple question :

Is it possible to restrict the access to one host/two hosts/a subnet ?

As i understood this is possible when i use TCP-Wrappers 
(and therefore inetd)  ..

But is it possible to do the restriction without TCP-wrappers ?

PS.: If it's possible, please show me an example how i can 
       configure it when only two hosts are allowed to have access.
