Perhaps with inetd, or better with xinetd. 
I suppose that you can install both in cygwin, if not you can try the
tcpserver that was developed by Dan Bernstein, you can look at:
http://cr.yp.to/ucspi-tcp.html .

This is, obviously if you can start slapd with a tcpserver (xinetd,
inetd, or tcpserver). i don't know that.
