Can a URI be assumed to be an ASCII string (IA5String)?

is defined in core.schema.

.1.15 = UTF 8
.1.26 = ASCII (IA5)

URIs can almost certainly be Unicode (UTF-8).  I also think we should 
follow suit with labeledURI and have equality be for caseExactMatch as 
HTTP servers, etc... can be case sensitive.
