2.1.4: --enable-lmpasswd ?

I see in the configure options to version 2.1.4 there is a

--enable-lmpasswd   enable LAN Manager password

option.

How does this work?
Are all bind requests done to a PDC then?
How does one configure it?

Any info appreciated!
