Putting the global access control

    access to + by + read

(cribbed directly from the Admin Guide) in slapd.conf elicits the error

    Starting ldap-server./etc/openldap/slapd.conf: line 39: 
    missing "=" in (or value after) "+" in to clause

If I remove this, and specify no other access control, it starts cleanly.

Having read this section of the manual several times,  evidently 
unprofitably, can some kind soul tell me what I've missed?
