The syntax is Directory String, 1.3.6.1.4.1.1466.115.121.1.15
Quite a lot of the common attributes use this syntax. There are several
matchingrules, for instance you have caseIgnoreMatch and caseExactMatch.

If you use octetString, how do you for instance do case insensitive
matching? And yes, you will need some tool to create UTF-8, I'm
often using PHP but there are many tools that can do it.
