Admin guide, paragraph 5.1 (<http://www.openldap.org/doc/admin/slapdconfig.html>):

Blank lines and comment lines beginning with a '#' character are ignored.

So comments in the slapd.conf have to be whole lines. It would be nice if more flexibility were allowed and comments could begin anywhere in a line.
