creating an user in the network if an entry(user) is added in ldap

hi,

I need to create an user in the underlining network
(which uses ldap as central info. base) when an new user is added to ldap ..

1 - can a network independent code be written for the above ..meaning code 
wrking on netware, linux, NT...which i dont think is possible...
2 - does ldap have any support for the above...
meaning, i am taking two approches

   a: java (add user)-->ldap-->network (user creation)

   b: java (add user)-->ldap
            |---------->network (user creation)

which approch will work.. please guide me
