ldif2ldbm not found during install test001

I use RedHat Linux 6.1 on a Pentium clone machine. I have trying
to make
openldap-1.2.11. I configured with

   ./configure --disable-static --enable-shared --enable-ldbm \
   --with-ldbm-api=gdbm

"./configure", "make depend", and "make" all worked. Now for the
testing:

   [root@localhost openldap-1.2.11]# cd tests
   [root@localhost tests]# make
   ln: ./data: cannot overwrite directory
   make: [all-local] Error 1 (ignored)

   ldif2ldbm failed!
   >>>>> ./scripts/test001-ldif2ldbm failed (exit 126)
   make: *** [all-local] Error 126
   [root@localhost tests]#

Run find:

   [root@localhost openldap-1.2.11]# find .|grep ldif2ldbm
   ./doc/man/man8/ldif2ldbm.8
   ./doc/man/man8/ldif2ldbm.8.links
   ./doc/man/man8/ldif2ldbm.8.tmp
   ./servers/slapd/tools/ldif2ldbm.c
   ./tests/scripts/test001-ldif2ldbm
   [root@localhost openldap-1.2.11]#

It looks like ldif2ldbm wasn't made. There are no .o files in
"servers/slapd/tools". What is the problem?
