Using Netscape Secure connection to LDAP

I am just starting to try and get to grips with SSL and how it works.

I have configured my test system (UNIX system running Apache RedHat) with OpenSSL-0.9.4 and stunnel 3.7 using port 22636.

I start stunnel and it binds ok.
Messages from debug
LOG7[162:1025]: slapd bound to 0.0.0.0:22636
LOG7[162:1025]: slapd started

I configure my Address Book Directory in Netscape Communicator 4,7 specifying 22636 in the port box and checking Secure box.

I get the following error in the debug log
LOG4[162:1025]: Connection from 194.212.149.196:1694 REFUSED by libwrap.

Can anyone enlighten me as to what i have not done.
Also where there are any web pages that explain the fundementals of SSL
