Ldappasswd insufficent access

I have tried to change the userpassword of a person using 
LDAPPASSWD and I get insufficent access, even if I use the 
rootdn user and password.

If I use LDAPMODIFY, using the rootdn user and password I can 
change the userpassword with problems.

Any ideas what I haven't done?
