You are modifying an entry by adding an attribute value.  You need
to use the modify change type with add (or replace) change information.

dn: cn=SysAdmin,ou=Groups,ou=SysAdmin,ou=Departments,o=mydomain
changetype: modify
add: uniquemember
uniquemember: uid=testuser,ou=People,ou=SysAdmin,ou=Departments,o=mydomain
