imporvement to slapo-constraint (ITS#4987)

Hello

I modified my patch to slapo-constaint. The constraint can now be written as a
LDAP url, which allows much more flexibility:

Usage example:
constraint_attribute title
        uri ldap:///cn=titlecat,dc=example,dc=net?title?sub?


Here is the new patch:
