If there's no objections, I'd definitely move ACIs under the dynacl
infrastructure, so they can be entirely factored out of slapd's code and
confined into aci.c. Note that nothing will change from a user's point
of view, and existing configurations will be preserved. I'm also
preparing a test041-aci to make sure we do not break anything in the future.
