denyop overlay

I've just committed a simple overlay
that denies certain operations if told
to do so.  It is intended as a means
to deny operations within backends
that support them without the need to
incur in the overhead of checking
ACLs or so.  Of course, it's little
more than a toy, but it clearly shows
the usage of the response mechanism from
within an overlay func.  I don't think
it's worth the effort to allow its
building from configure; only add
denyop.la to the list of overlays in
servers/slapd/overlays/Makefile

The configuration is pretty straightforward:

overlay         denyop
denyop          <comma separated op list>

recognized ops are: add, bind, compare,
delete, extended, modify, modrdn, search,
unbind.
