An LDIF2 parser?  YES!

We might not be able to switch configuration to use LDIF2
right away... however, maybe we could implement LDIF2 to use a
key/value pair parser to read attributes, and multiple lines
values, strip comments, etc.   This parser could then be used
for both LDIF2 and configuration file parsing.

Be sure to summarize your approach before diving in too deep.  
Also, please use an incremental development approach whenever
possible (ie: commit often).
