This is the way it has been implemented. The server, as it stands in the CVS tree supports no
hashing, crypt, sha and md5.  As far as I know, OpenLDAP v1.1 will support these (but don't quote
me on that).  OpenLDAP v1.2 should introduce support for ssha and smd5, a la netscape style.
