Since we are testing version 2.3.24 for pordution we decided to apply 
your fix to the ppolicy.c file. We tested and it appears to be working 
correctly. When an entry containing an SHA or SSHA hashed password is 
imported with ldappadd, the password is no longer rehashed when the 
ppolicy_harsh_cleartext is active in the slapd.conf. Issue can be closed.
