(ITS#4586) accesslog overlay crashes after add from back-config or slapd.conf config

Either way it crashes: either adding it in via cn=config, as a sub-entry of the
relevant bdb entry (somewhere under cn=config, i can't recall where), or as an
entry in slapd.conf. for the latter, as soon as i enable (uncomment) "overlay
accesslog", on restart, it crashes. i might even just have 'overlay accesslog'
and *kaplowie*, no more daemon.

at first i thought it was my configuration, then i tried putting the stanzas
elsewhere in my slapd.conf, but it kept crashing. finally, i tried adding it via
cn=config, with luma, and same behaviour. i figured out then that i should
report this ;).
