(ITS#4582) syncrepl consumer plows ahead without failing when rootdn isn't defined

I would love to see a fatal exception thrown if a syncrepl consumer is defined
without a rootdn being defined. I have made that mistake twice now, spent a few
hours trying to sort out what appear to be permission errors on the db files,
and been sorely disappointed when my oversight loses that much time.

Thanks to hyc for pointing out both times that this was my mistake.
