Password policy in OpenLDAP is handled by a separate module that needs
to be loaded and configured.  In your message you don't provide info
about whether you configured or not that module, so I assume you didn't.
Read slapo-ppolicy(5) and act accordingly.  The rest is not relevant to
OpenLDAP software.  If problems persist, please discuss them on the
openldap-software mailing list; only in case any evidence of a bug in
OpenLDAP software surfaces, please file an ITS as appropriate.
