Yes, that's been fixed (everything should already be in re23).  It took
much less for me to hit that limit, since I routinely experiment with
10000-20000 search/s load and conn-ttl set to 3s (for benchmarking, not
in the real world yet).

Please check re23 and report.  To make sure you hit the limit, you may
modify data/slapd-meta.conf to have a very low conn-ttl in it; then run
test039 with a higher number of loops and let it run for a while.  Note
that in my heavy load tests I didn't use TLS so you might be able to
report on that as well.
