I haven't seen this bug in a while. I commented out "conn-ttl 1200" which I put in to help #4409 issues go away. But now I've got HEAD code for #4409, so conn-ttl shouldn't matter for that; this one appears less too. I'll try adding a conn-ttl to tests and see if it matters.
