(ITS#4220) slaptest -F -f reports success even when used with unsupported backends & overlays

My recent experiences with trying to get replicated cn=config to work show that
when using slaptest (or other slap tools) to convert a .conf file over to a
cn=config database it will report success even when given backends and overlays
that have no cn=config support. This can (and has) result in many hours of
peoples time trying to debug the behavior in backends that results from this.

I think it would be much more accurate for slaptest to throw an error when
presented with unsupported backends/overlays until they can be brought up to
snuff.
