With HEAD code (where LDAP_DEVEL is enabled, implying
SLAPD_CONF_UNKNOWN_BAILOUT is enabled as well), invoking slaptools with an
invalid config file results in

ando@ando:> slapadd -f data/test-ordered.ldif
slapadd: bad configuration file!

I expect this feature to move from LDAP_DEVEL to REL_ENG quite soon.
