Here the normalized form is used when doing slap_sasl_match() (i.e. when 
authzTo/authzFrom is used); otherwise, when doing slap_sasl2dn(), 
normalization occurs run-time.  If there's consensus, I'd register the 
OIDs for "authzSyntax" and "authzMatch" and commit the patch.
