(ITS#3906) slapadd can't find default database dir

This from the CSV of HEAD July 30, 8:00pm CDT. It doesn't look like slapadd can
find the default database directory from cn=config.

> slapadd -l ~/ldif050729.txt
Available database(s) do not allow slapadd

The directory is specified in olcDatabase={1}hdb.ldif (slapd.d has already been
created by slapd). Using the following command does work.

> slapadd -l ~/ldif050729.txt -f /usr/local/etc/openldap/slapd.conf
