Re: problem with non-critical controls (ITS#3608)

Per recent IETF LDAPBIS discussions, implementations may
ignore recognized non-critical control attached to an
appropriate request which they cannot make use of said
control.  Hence, we should revert HEAD/re23 behavior
to ignore recognized non-critical controls we cannot
make use of (instead of returning unwillingToPerform
or other error).
