In testing the process of converting configuration files to a cn=config backend,
it became very apparent to me that having the ability to start slapd in a
one-shot mode that simply loaded up the configuration files (and, if asked by
using -f and -F, converted config files to cn=config) would be very very useful
for end users.  Otherwise, slapd gets started up as a full operating daemon, and
you still have to stop it and restart it to actually be running under
cn=config.
