(ITS#3566) ldapadd hashes passwords?

For some reason, when I use ldapadd, regardless of what I have stored in the
userpassword field on a posixAccount, it stores the password _hashed_. It was my
understanding that only ldappasswd was capable of doing that.
I'm not even sure if this is a bug- but since there's no documentation that even
alludes to the fact that ldapadd can do this, I'm going to guess that it is.
