Please reply with the ITS in CC.

I've checked configure and I don't see any attempt at looking for sql.h 
unless --enable-sql is used.  I suspect you're using --enable-backends, 
which forces all backend compilation switches to "yes" even when they're 
set to "no".  Can you confirm?
