(ITS#3537) Proxy cache overlay problem.

The problem is that proxy cache becomes useless when the connection with its
master directory is reset, and it never comes back working.

To repeat: set up two OpenLDAP servers, one as proxy cache for another.
Populate with some information.
Now do a request to proxy, so it connects to master.
Now reset the tcp connection between them while not restarting either, like some
firewalls do, with reset tcp packet.
>From now on proxy cache will respond with "52 Server is unavailable" for any
following request.
