(ITS#3427) HEAD slapd.args not cleaned up on shutdown

When slapd is shut down, it cleans up its slapd.pid file.  However, it leaves
slapd.args behind.  I'd guess that it should clean that up, but perhaps there's
a reason it was chosen to stay?
