(ITS#3424) HEAD slapadd fails

The checkout of HEAD I made on December 8th at 12:00 a.m. has a slapadd that
fails to operate correctly:
slapadd: could not modify ctxcsn subentry
12037.53u 78.10s 3:24:47.90 98.5%
I believe this is at the point where it is supposed to create the replica
syncrepl entry, as I created the DB with:
slapadd -r -w -l replica.ldif
and the add normally takes about 3 hours, 26 minutes with HEAD.
