facsimileTelephoneNumber needs to support equality of telephoneNumberMatch (ITS#3277)

Hello,
Current Openldap (2.1.30 or 2.2.15) does not support
EQUALITY telephoneNumberMatch
SUBSTR telephoneNumberSubstringsMatch
on the attribute "fax".
We cannot add this in the schema as we the following error, during the start of
slapd:
core.schema: line 143: AttributeType inappropriate matching rule:
"telephoneNumberMatch"

Is it possible to fix this? We need the telephone number search match on the fax
number.
