This works fine for me with 2.1.22 and 2.1.26 (just checked), and it's
been working since 2.1.0, although I haven't tested with all versions
since 2.1.0 and not sure if I've tried with 2.1.16. I've also tested
with many other Unicode characters.

It should work at e.g. ldap.uninett.no with base "dc=uninett,dc=no".
Feel free to search for me or other people with both upper and lower
case.

If you're still convinced there's something wrong with 2.1.16, could
you please give an example of what fails? An example entry that fails
for you and the search filter you're using would be good.
