Migration Incompatibilities not Documented (ITS#2817)

I ran into a problem using slapcat to export a database from a 2.0.x slapd
server to a 2.1.22 and 2.1.23 version of the server.  The problem was that many
of the personal accounts in the LDAP database contained multiple instances of
objectClasses defined as STRUCTURAL (account, inetOrgPerson, and sambaAccount). 
Albeit, this may be broken behavior with respect to how the LDAP database should
behave, but since the older version of the software allowed it and the newer one
didn't, the migration was technically "broken".  This change in behavior was not
listed in the 2.1.x ANNOUNCEMENT file, and it would have been quite helpful in
knowing.

Could you consider documenting the major and minor changes in behavior between
release versions of your software?
