ldap.conf (ITS#2796)

ldap.conf(5) indicates that some options are user-only but only contains one
reference to a user-only option. ldap.conf(5) is missing a lot of options. In
particular, it doesn't contain any information about the ssl configuration
option. In fact, I couldn't find documentation that indicates that the ssl
configuration option is a user-only option. I could only find a message:

This is expected (and documented) behavior.  Not a bug.  This issue
will be closed.
