I agree.  So I suggest this change to the http://www.openldap.org
web page: Under Development, add a link
* (Guidelines for) Contributing -> devel/contributing.html
as the first list item.

Also, add something like this to the end of README (I don't know
how to do that, since README is not in cvs):
   CONTRIBUTING

   See http://www.openldap.org/devel/contributing.html
   for how to contribute code or documentation to OpenLDAP.
   Submit contributions via ITS (above), though you may wish
   to discuss the code on the openldap-devel@openldap.org
   mailinglist first.  Do not expect anyone to pick up
  contributions mailed to the mailinglists.

I'm not sure how this relates to Patches@OpenLDAP.org, which
is mentioned at the top of contributing.html.  The advice I
have seen on the mailinglist is as above, not to send to Patches.
Could you clarify that in the contributing.html page?

While I am at it, it would be nice if the main web page said
how to report bugs.  So, above 'Search!', add a link
  * Bug reporting -> its/
and add the following paragraph at the top of the ITS page (after
the header):
  The Issue Tracking System is used to report bugs in OpenLDAP
  and to submit contributions.
