Windows build works only as read-only (ITS#2349)

Built on Windows XP, using VC7 (.NET), 2.1.14 does not seem to accept writes. 
However, it appears to handles reads just fine.  2.1.10 works great, but have
not tried any version between 2.1.10 and 2.1.14.

Using same conf file and db as for 2.1.10.

I am unclear as to what information you would require, but am willing to help in
anyway I can.
