You are reading the 2.1 Admin Guide, but you listed your software version as
2.0.23. The TLSVerifyClient option was never documented in 2.0, and the
syntax was extended in 2.1. In 2.0 the only values recognized are 0 and
non-zero, corresponding to the behavior of "never" and "demand" in 2.1.
