I can't debug it; I don't have any solaris 7 available.
There are two possible sources of failure: gmtime(3)
and strftime(3); either one or the other on your system
are bogus. You may check yourself by adding some
fprintf(stderr, ...) to servers/slapd/back-monitor/time.c
where these two functions are invoked.
