configure process is totally broken (ITS#1903)

Configure process is totally broken on Sparc Solaris 8 platform using GCC 3.1.
Do not seem to be able to fix it with a wrapper script. It is not able to find
half the header files it is testing for. I can get it to find Open SSL by
setting env's but this is a broken process. I was able to get version 2.0.23 to
build with a wrapper script, but it is broken beyond scripting fixes in this
version.
