RE: referrals and one level searches (ITS#818)

Just retested this bug (818).  It works fine in 2.0.18 but is now broken in
HEAD.  HEAD seems to have reverted to the old behavior.

A related issue #1234 is partially fixed in HEAD.  The results are now
returned correctly, however ldapsearch hangs...

Let me know when to retest these issues.  I have a simple test script to
demonstrate both of these issues if you are interested (maybe we should
incorporate into the test suite).
